Novi pravilnik o određivanju prava na besplatno korišćenje obeleženih parking mesta na javnim opštim parkiralištima osoba sa invaliditetom stupio je na snagu od 8. januara. Pravilnik je prošao javnu raspravu, a udruženja osoba sa invaliditetom dala su značajan doprinos u njegovoj finalizaciji, kažu iz Sekretarijata za socijalnu zaštitu.
– Bilo je potrebno otkloniti nepreciznost i nedorečenost prethodnog pravilnika iz 2011, što je omogućavalo zloupotrebe ovih prava. Tokom avgusta prošle godine izvršena je provera svih izdatih rešenja u 2014. koji je od januara do avgusta 2014. više od 2.000. Tokom provere, ustanovljeno je da su pojedini građani dobijali invalidske parking karte iako ne ispunjavaju nijedan propisani uslov, a pod nejasnim i sumnjivim kriterijumima izdato je više od petine rešenja – navode iz Sekretarijata i dodaju da je zloupotreba nakon okončane revizije onemogućena, čime je osigurano da ubuduće ovo pravo ostvare samo oni koji ispunjavaju jasne i transparentne kriterijume. Takođe, novim pravilnikom omogućava se ostvarivanje prava na nalepnicu grupaciji osoba sa invaliditetom sa trajnim oštećenjem donjih ekstremiteta – 70 odsto, što do sada nije bio slučaj, ističu iz Sekretarijata i navode da će se povećati broj korisnika prava na nalepnicu sa najtežim invaliditetom.
– Novi pravilnik zasniva se na načelima poštovanja dostojanstva i samostalnosti osoba sa invaliditetom povećanjem jednakih mogućnosti pristupa pravima, uslugama i resursima, nediskriminaciji i njihovom uključivanju u sve oblasti života na ravnopravnoj osnovi, čime Gradska uprava još jednom pokazuje da je unapređenje položaja osoba sa invaliditetom jedan od prioriteta u njenom radu – kažu iz Sekretarijata.
Stare nalepnice važe do 15. februara
U dogovoru sa „Parking servisom” stare nalepnice, izdate za 2014. godinu, važiće do 15. februara, kako ne bi došlo do prekida u ostvarivanju prava. Zainteresovani građani zahteve za ostvarivanje prava na besplatno korišćenje obeleženih parking mesta na javnim opštim parkiralištima mogu preuzeti i podneti, kao i do sada, u Sekretarijatu za socijalnu zaštitu u Ulici 27. marta 43-45, svakog radnog dana. Za ove potrebe obezbeđeni su posebni šalteri kako bi građani što efikasnije ostvarili svoja prava.
